I tried to research what kind of plant is this. If I am not mistaken this is a kind of a fungus. This was found in Green Valley in the municipality of Midsayap, district of Cotabato in the Philippines.

Wow that really is an interesting and strange looking flower.
That is not a fungus or algae. It is a plant called pungapong here in the country, or more exactly Amorphophalus campanulatus. After that flower arising due to the first heavy rains after the long dry season, the leaves will arise from the ground. That lobe above the flowers will burst emitting foul or decaying flesh odor, in time for the receptivity of the flowers for fertilization. So the flies will come attracted by the odor, and also enhance pollination. I've posted it sometime ago in my blog, and i had a somewhat lengthy discussion on it.
